Trump signs emergency declaration for Puerto Rico, calls San Juan mayor 'incompetent'

The president tweeted Wednesday morning that his administration is closely tracking Tropical Storm Dorian while simultaneously calling Puerto Rico's political system "the most corrupt place on earth."
